		<description>You need to keep playing.  Since you have a low popularity rating there won&#039;t be a lot of  traffic to begin with so you won&#039;t need all of your employees.  Only put as many employes as you need and let the other ones rest so when the traffic does increase you will have the staff to take care of them.
